Openreach charge applied incorrectly

Openreach came to my property in Mar 2016 and found a fault in the line before the Master Socket in my house.  They rerouted a new cable then added a new Master Socket to a different position.  My May bill has a charge of £65 billed as an Engineers Visit.  I had to call Customer Services and eventually spoke with someone from, I think, the Engineers Fee Dispute Team who readily agreed that I should not have been charged and my account would be credited accordingly.  I have received an email informing me thta a credit of £65 has been applied to my account.

OK so they got it wrong but why not check before charging in the first place?  

Now thinking of those people who are near the thier credit limit, not me as it happens, the £65 might put them over the top and then Bank Charges would be applicable.  So who would pay these charges and what about their credit score?  Think about the stress that this action would cause.

I know my £65 is still with Talktalk and will not give much interest but thinking of the bigger picture what if they overcharged 1 million customers and had £65,000,000 in an account with only 0.1% per month interest, that's £65,000.

They take the money when they want it but do not give it back soonest, isn't it time Talktalk paid the money back instead of a credit?
