Why is my Talk Talk assigned IP address blocked as spam for email?

I am unable to send email due to my talk talk IP address being marked as spam.

This is the case for 3 blacklisting sites for my IP address of 92.2.64.82:

Using

http://whatismyipaddress.com/blacklist-check

b.barracudacentral.org

l2.apews.org

 pbl.spamhaus.org

How can I get this restriction removed?

I know that this is a Talk Talk issue as i can send email from the same email address using the mobile phone over my data plan (ie when i am not using wifi).

 This problem started when I upgraded to SuperPowered Fibre Broadband and digging around on Talk Talk community it appears that the IP address is not dynamic but a static IP address assigned by BT at the exchange. If I reset my router the IP address does not change.

So my problems started as soon as I switched to SuperPowered Fibre Broadband and was assigned a new IP address that already appears to have been blacklisted when it was assigned to me.

Has anybody else had the same problem?

This seems like such a basic issue that Talk Talk should have a handle on this.
