Lost E-mail on Tablet, re-installed MS Outlook, I have followed the instructions but nothing works

After the attack, my e-mail stopped working on my Samsung Tab 4. I have re-installed MS Outlook several times and have followed faithfully the set up instructions for both an IMAP and an exchange account but all I get is a time out error.  My Web Mail is okay and I can access E-mail using MS Outlook from my laptop which uses an exchange account. I have also changed my password several times.  Any help would be appreciated.
