Why do AOL keep rejecting emails I send to AOL accounts?

I send out bulk emails (either enclosing a newsletter or forwarding an email received by me) to 150 members of my archaeology society using the BCC line. I have no problems except for 4 which go to members with AOL email addresses. Sometimes I get a message saying the emails have been delayed then nothing so I assume they get through but other times i get the rejection message. The email I get says "This message was created automatically by mail delivery software. A message that you sent could not be delivered to one or more of its recipients. This is a permanent error. The following address(es) failed": and then lists the email accounts and also says "

SMTP error from remote mail server after end of data: host mailin-03.mx.aol.com [64.12.88.163]: 521 5.2.1 :

(CON:B1)  https://postmaster.aol.com/error-codes#554conb johnbull@aol.com and this is repeated for the other 3 emails addresses.

I have tried to get on to AOL 'white list' but it rejects by IP address which is odd as it is the one I get when I Google "my IP address".

As AOL is now part of TT does anyone know how to resolve this problem? Why is it only AOL which does tjhis and not any other provider?
