Can't received emails over pop3

I am having the same problem. Has been on and off for months but usually fixes itself but then about two weeks ago stopped altogther. I have an old pipex.dsl email address. I am using Outlook 2010 and GMail app on my phone. Neither Outlook or my phone can receive emails via my wifi connection, however, when I swtich my phone to Mobile Data it works.

In outlook I get the following error message 
Task 'Graham - Receiving' reported error (0x80042108) : 'Outlook cannot connect to your incoming (POP3) e-mail server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).'

Any ideas?
