Slow receiving emails from POP3 server (Pipex User)

Has anyone found that in the last couple of weeks downloads of emails from the POP3 server have been very slow and in many cases timed out? I use Outlook on my PC and nothing has been changed on it  for a long time. I am an old Pipex user.
